This. I had called around for a charter for 25 people and was explained roughly the same thing. In this case it would have been a smaller plane and would require refueling half way. Considering the plane, staff and other costs we couldn't control; it quickly turned out to be a pipe dream for us.
I know it isn't as cool, but a group deal may get you closer to manageable numbers. Unfortunately when we looked into it; it was cheaper to have everybody make their own arrangements.
