It got really bad in 2003. There is/was (I'm no longer checking Venezuelan news anymore) some regulations on some food items like milk, sugar, eggs, meat, etc. It something like 2 items per person and the prices of those items skyrocketed.
For what I hear from my grandparents, people there lost the value of a human life and it became survival like you said.
If you were seeing muggings during the day, I don't want to see what happens at night.
