The stupidity of some people simply amazes me. What is going through the mind of someone that leaves a baby in a car in temperatures like this? Can you even blame this person? They must be ######ed.

Really depends on how long they were gone for. I would say that leaving your kid in the car in cold weather for 10 minutes or less actually keeps the child warmer then getting them out of the car seat carrying them outside and then putting them back in the seat. But if you have enough time to call the police and for the police to get there it was probably negligence.
