In general, it's very anti-social. At pubs, most people stick to themselves. I've been to many major cities in North America: New York, Chicago, St. Louis, Seattle, Toronto, etc... Vancouver is the least social of the bunch.
The nighlife is also severely lacking. Many of the clubs on Granville are full of wannabe gang banger kids. You have to worry about being swarmed for looking at someone the wrong way. Gastown is slowly picking up, but not quite there yet. It also seems like once a club becomes good, it only stays like that for a few months before its overun with the gangbanger kids.
All that being said. I've lived for long periods of time in Calgary and Toronto. Vancouver, overall, is my favorite of the three to live in.

I haven't lived in any other city so I can't really compare Vancouver to another city with much merit to stand by. I don't notice the problems you speak of to be honest though.
People are people and you'll find all types, good or bad wherever you go. I've had friendly conversations at Starbucks with complete strangers. I've had arguments with idiots at Starbucks. There's no concentration of idiots in one sector of the city. They're all over the place, in every city.
