Too early to say that, they've had a relatively week schedule so far, with two wins against Cleveland and one win against Minnesota (and one against the Knicks, who are struggling a lot this year). Detroit, Washington, and Charlotte are the only teams I think are significantly worse than Toronto. After that, Toronto's going to be in the mix with about five others.
While a top 3 pick would be great, I think they'll be okay as long as they get a top 10 pick and a shot at one of Barnes, Gilchrist, or Miller. (Gilchrist would be my choice). They also have assets to move if they want to move up. Although right now, none of those assets are doing much to increase their value.
