I too have a house of that vintage with a wood burning fireplace. Mine doesn't have cleanout; but doesn't have a flue, so it would get cold in the winters as well (luckily didn't make the whole house cold though). My solution was a chimney balloon; it keeps it sealed tight. It can be easily taken out when you want a fire; but I usually just burn a tea light log (wood log that holds a bunch of tea lights) in there when Im craving a fire since I can keep it sealed and it actually ends up heating the house instead of cooling like a normal wood burning fireplace.
