to be honest, i think having a tool to tell a person if they are or are not at a blood % level , so they, and the passengers they are wtih, are fully aware that they are about to drive while over the legal limit, just seems like a pretty decent solution.

Only one example is needed.
Unit malfunctions and allows ONE drunk driver to start car. Crash happens, car company and device company get sued by all parties involved. Car company has to recall all cars its installed on because of 1 incident. Device company get sued by Car company and goes under. Underhanded people rush out and get into minor fender benders and blame the device (somewhat like we saw with the whole Toyota thing). Large Lawsuits take place.
