personally I have no problem with cabinet ministers not being in the House of Commons, in theory anyway.
You're in charge of the department, but any real decisions or changes need to be passed through Parliament, including the Senate. We've had 2 Prime Ministers who were Senators, and I can think of atleast one Prime Minister that wasn't in Parliament whatsoever (which was recent). However it's preferable that they are elected to the House of Commons.
The floor crossing for a cabinet position, seems very ummmm.... "Liberal-esque" looking at it from the perspective of this board.
