Temporary electric lines wouldn't be in conduit. The bike lanes are in the centre, with pedestrian path on either side. The final surface gets built up on top of what you see. The bike lanes are asphalt I believe, and the rest is now concrete tiles, after the original granite tiles were cut due to cost at the beginning.
The bike lanes take up about half the total width. The pedestrian walk is up a curb from the bike lanes, with wheelchair ramp curb cuts every so often. There will be trench drains at the bottom of each curb, so that water does not drain into the river, and also, gets removed from the walkway without traveling over the entire surface.
