Exactly. Imagine if OSX or Windows forced to to store all icons for your applications on your desktop. You could put them in folders, but they would all still be a giant clutter of dozens of applications on your desktop. Even ones you barely ever use or don't use at all had to be there.

With most Android roms, applications automatically goto the app drawer (or whatever that particular flavor wants to call it) accessible from the dock and you leave them there or drag them to your launcher, dock, or "desktop" or into different app catalogs or just organize with whatever method you want for the ones you want to use or group.

OSX is famous for having a great app dock and management of your programs. So much so that the Mac OS dock is copied by many third party programs for other operating systems. They need a similar feature on iOS instead of just throwing all the apps in your face until you have 10 pages of apps and folders sitting there.
