While true, and most thinking it, Berlusconi, I believe, was the only significant western leader to actually voice it for public consumption, something like October 4, less than a month after the 9/11 attacks.
He caught a lot of flak over it but basically shrugged his shoulders and said, "Hey, we're all thinking it!!!"
