Guardians/Juggernauts are only intended to be tanks
if they spec into the tanking tree. If you put your skill points in one of the dps trees instead, you will do relatively equivalent dps compared to any other class. Unlike WoW, there is no intended "hybrid tax" in SWTOR; any class that is properly specced for damage dealing should be able to do so effectively.
