Without a doubt, it is two individuals. Unless someone can prove that your consciousness exists in your belly button, there is not debate to if you are killing a sentient being by removing a head. Unless one of the heads is vegetative, or extremely ######ed, there is a very difficult ethical debate here, if removing one is necessary for survival.
This reminds me a lot of the Manar Maged case... that story was heartbreaking:
