Look for any spaces or gaps in both the exterior and interior. If there are any holes the size of a quarter or bigger, a mouse can get in. Also, if the appears to be wet spots in the basement on the concrete, that might be a concern (the moisture is getting in somewhere)

Also, if there are any cold spots, the space needs more insulation.
