Every roofer I've dealt with took pictures so they could show me later, and for insurance purposes as well. So ask to see the pics, if they don't have any, then I dunno. You are not legally bound to pay unless they decide to push the issue of a verbal contract in court.

edit - one way to handle this would be for you to say okay, come back in the spring and I'll pay you the $200. After all, they are making a good faith statement that they will come back, so they should accept yours.

FYI - I am not a good source of legal advice, although I believe the above to be reasonably correct.
