The best Batman movie would have to have the Joker, he is the best villain ever created and he is the definition of what a villain is, he has no sympathy, he is just pure evil.
I like both movies a lot, but honestly I liked Dark Knight a bit better then returns and that's really because I thought that the Ledger Joker really carried the movie, while Bale didn't really grow all that much, he was the same Batman with a scratchier voice.

I thought that the Joker that Ledger played was really different then the comic book character who to me just killed in the name of some cosmic joke that only he found funny.

Ledger's character to me wasn't as much a joker, as he was a hyper intelligent curious psychopathic phsycology student who really wanted to see how people ticked while getting a reaction that he expected to get. I think that's why he lost his focus when one of the boats didn't explode in the end, but then he remembered that he had still changed Dent and he was out there, his last great creation.

Its sad that its rare that Hollywood makes movies where the villian is the key focus (Payback could have been that movie but they totally softened it) I would love to see the back story on Nolan's joker, because you know that none of those "Do you know how I got these scars" was true, there was something much more horrifying that burned all of the empathy out of the Joker.
