I think there are tens of millions of dollars in Federal grants to local and national festivals and cultural events in any given year.

While I'm not a huge fan of Royalty in general, this is not necessarily an unusual expenditure and probably would fit the criteria.

Just saying.

Is it too high or too low? I don't know.
