There's a lot of common ground between the west and Quebec, though an unfortunate rift has developed between the two regions for about the last 35 years. If Harper can build a coalition between the two regions, it could make him less of a Clark and more of a Dief. I think Harper understands that the forces that make the west feel like they're being pushed to the fringe of confederation are the same forces that stir separatism in Quebec. Accountability, parlimentary reform, energy policy that respects the producers, agricultural sustainability measures, and increased provincial powers are all in the best interests of Quebec and Alberta.
