Plus the whole satellite radio decision is the first time the CRTC has allowed any sort of competition from an American source; to give a classic example is Spike TV. While we are watching 3 hours of "Oblivios", Americans are watching a James Bond movie. We don't get to see it because CTV might decide to show that movie sometime in the next 4 years.

Those are 2 quite unrelated topics. I am guessing Spike can't show them because CTV owns the exclusive Canadian rights. That has very little to do with the CRTC, and is just based on the contracts that are signed.
The CRTC allows the distribution of pretty much every American produced TV program/movie/radio show that anyone in Canada would want to watch.
