Those are 2 quite unrelated topics. I am guessing Spike can't show them because CTV owns the exclusive Canadian rights. That has very little to do with the CRTC, and is just based on the contracts that are signed.

The CRTC allows the distribution of pretty much every American produced TV program/movie/radio show that anyone in Canada would want to watch.
