I went back into the ER and went on a bit of a rant about why a person who barely makes it to the hospital has to worry about parking. A city police officer came over to me and I thought "uh-oh; now I'm in trouble."

He asked what the issue was; I told him- and he told security not to tag my car. They didn't. Moral of the story; if the situation really is that dire you don't have to pay for parking at the hospital.
Good story.

My sister is a unit clerk for one of the units at the Rockyview hospital and they receive a number of "passes" per month that they can give to people to put on their vehicles so they don't have to pay. They reserve them for people who have family members on their unit that are there long term and they are parking every day for weeks on end.

So at least they don't make everyone pay all the time and there is some compassion there as well, at the Rockyview hospital at least, not sure if they all do it.
