I did some searching on the Touch, which isn't available in Canada btw, and every post seems to indicate that you can. Nothing for certain though, because I can't find an official word.
A customer claim

I just had a discussion with one of Kindle's online reps, and he assured me that all of the features of the Kindle Touch will work in Canada, including the "Cloud" backup function.

This thread seems to have many claims that you can use it, but one post says they read you might have problems with the content side of it.
Of all of them,
this post seems the most informative.

So far, I have not been able to fool Google or Amazon into thinking I'm US resident even though I have US VPN, US address and US credit card. I'm now thinking about using VPN router. However, I can access Amazon Cloud Services. I can upload music from my PC or my iTunes into the Cloud and then play them using the Cloud Player on my Tablet. Of course, with the Kindle app, I can download or archive any of my kindle books.
However, I can not buy anything at the Amazon MP3 store or even install any of their apps even if they are available for me at the Market. The Appstore tells me it's not available for my region and the MP3 store says it is only available for Americans in the US.

So bottom line, IMHO, is a Kindle Touch or Keyboard would be fine, but as soon as you require apps, which a Fire would obviously, you would be SOL w/o some sort of jailbreak.
