I might be blowing smoke out of my ass, but I think I recall reading that SAIT doesn't receive a penny of government money to build parkades, roads, etc., so that's why you get dinged $275/month to park in the new parkade of theirs.
It makes sense that parking revenue would go towards parking structures and other expenses not paid for by the gov't, and not towards MRI machines and nurses salaries.
