That's cuz they're all weathers, not all seasons.

Most, if not all, All seasons aren't winter rated (the lack of a snowflake on the tire)

Whereas most, if not all, all weathers are rated for winter use.

It's in the compound they use to make the tire. If you buy cheap ass winter tires, a lot of them are just all season tires with a layer of compound used in winter tires and maybe a "winter" tread pattern. Once that initial layer of compound is gone, all you're left with is an all season tire.
