Conroy and company were pretty specific as to why they acquired Horak. They went looking at Howse to see how he was doing, and kept noticing how well Horak was doing, and how his plays at both ends of the ice helped Howse (and others) play better games.
They didn't go "These two have great chemistry, we have to get them to become future linemates!"
They got Horak because he's a good player, not because of how well he solely played with Howse.

Exactly. In fact, they got him because of how well he played without Howse. Conroy noticed that he was just as effective when Howse wasn't on his line, but that Howse dissappeared when Horak was injured.
