Can you back that up. If I remember the reporting on that, it was stated that Canada didn't have the expertise in iron works or whatever to fabricate and weld this design.
I don't recall ever reading anything about the Spanish undercutting anyone on any bid, and I would have to know, does that undercutting cover the cost of shipping it over the ocean and driving it across the country? Cause I have a hard time believing that.
