P3 Canada approached the City of Calgary specifically
because we had a rec centre proposal. It should be noted that P3 Canada's board unanimously approved Calgary's proposal. When it went for the final signature from the Finance Minister (way back in the spring) it stopped - and took them about 8 months to finally say no.
