City followed P3 Canada's own rules and eligibilty requirements and was asked to apply specifically BECAUSE it was rec centres and they wanted to fund this type of project. It was unanimously approved and then someone within the Governing Conservative Party decided they didn't like it - so rejected. Waste of everyone's time and money.

I don't think anyone across Canada would have cared at all if the government helped fund a bunch of rec centres in Calgary. This wasn't some dubious Shawinigan or Muskoka project.
I'd have to think there is more than meets the eye...

Then again, it isn't the first time that governments have made questionable and unintelligible decisions.
