Yes, the BC case was based on section 7 of Charter & the city didn't have enough spots in the homeless shelters.
Occupy Calgary is claiming protection under section 2 "expression".
Section 1 of the Charter makes remarks on the guarantee of rights and it also states within "reasonable limits".
