You would think.....but....this is about the most ass backwards place in North America. The infrastructure on alot of stuff is still 50's technology.
They predicted years ago that any significant flooding would cause the widespread flooding we witnessed last week. Yet they still didnt upgrade the pipes that washed away.
26 main lines were broken or completely missing parts of the pipe itself, all within 2 days of heavy water. They replaced the broken stuff with old technology.
