I had a similar experience to OP about a month ago. A Pakistan number called me 20+ times at various times over the course of a week. I tried everything from screaming at them, politely asking for them to stop calling, to just letting the call stay silent to rack up long distance minutes. In the end making loud sex noises seems to have done the trick.
