The only one that I have seen (so far) that toggles automatically is Airplane Mode, but even then it seems to activate it, but not deactivate it. It is basically shortcuts to common settings. It'll save you one tap for most (wifi, VPN), but for things like bluetooth and personal hotspot that are a little deeper, you'll save 2.
I just like the idea of having a couple of common shortcuts available from the home page instead of one or two levels deep in the settings, even if the time savings is negligible. But as you point out, there's not much point if these are buried on page 3 of your apps and within an app folder.
