I agree, its a good idea in principle, but the implementation is horrible. Almost every hit is a penalty in one way or another. My brother plays for the Royals and I went to one of his games on the weekend and I think there was a grand total of 5 minutes of 5 on 5 (and it wasn't like it was a dirty game).
