I think I really need to get to the Mage's college do they give better spells? You don't need the Mage's college necessarily to get better spells. You can buy spellbooks from anyone who sells them. The court mage in Whiterun sells a bunch of them.

Also, the destruction magic perks help. If you're using frost, get the one that gives frost spells +25% damage. Dual wielding spells also helps (especially with the dual wielding destruction perk). Also try using a weakness to frost potion on him if you're still having trouble.

And, in general, when someone has you backed into a corner the unrelenting force shout will usually knock them back enough for you to get out of it.
