Bottom line is if this loser (And he is a loser for trying to go on a vacation worth several thousand dollars that he can't afford) is living paycheck to paycheck, he's never going to be able to pay you back, and he knows that.
He's taking advantage of you, cut him loose, he sees you as a bank that he won't be able to pay back and will accept lame excuses.
