Pretty much. Combat is similar to any of the other hack-and-slash RPGs out there. The appeal, for me at least, is more what weapons, armour, magic, rings, etc you equip your character with. There a huge selection and everything has advantages and disadvantages so the strategy is more focused around using the right combination in the right situations. That said, I still find the combat fun and challenging.
One think that was unique to Oblivion compared to other RPGs is that the enemies level up with you. They kind of had to do that since you are not required to do the game in any particular order, but some people would get annoyed by it. I'm just installing Skyrim as a type this, so I'm not sure whether it uses the same strategy.
