I've come across a few of those site in the past. I think one was called whatoiljobs.com or something like that. Basically if you paid them, they would unlock the company and let you apply. It seems more popular in the US but there were some Calgary companies.

I ended up just googling the exact job title and it would usually link up to the actual company or recruiter- no need to pay.
