I do agree that the Tokina would be a better lens, but it wasn't in his price range. If he wants to bump up his budget I say go for it.

I don't know Cannons that well, Nikon guy myself, the fact she's letting him buy the thing tends to suggest she's not that exacting therefore a better lens in the same range may not really be that much more useful to her than something different.
That said I'd pick up a 50mm prime before I'd bother with a wide angle
