I think Morgan was VERY clear on his main message. His first comment in the Herald article sums it up

"Apparently bylaws can be enforced in this park," said Morgan, who paid $201.39 in towing and impound fees to get his truck back but plans to fight the bylaw ticket in court.
"I hope that precedent has been set."

That's what this is about - and he got that message out very clearly.

The Sun also focused on this as the main issue...its even in their headline:
City acting like hypocrites

Turns out they do enforce bylaws ... just not against protesters

Whether one agrees with the tactics employed by Mr. Morgan he executed his counter protest with perfection and got the precise coverage he wanted. That's the value of having a clear message.

And in other news...

...the latest on how council may tackle this:

Nenshi says the city will also look at possibly removing vacant tents, something Bylaw boss Bill Bruce pointed out the city can do under current bylaws.

and

Victoria officials issued an ultimatum to campers in Centennial Square to get out Monday or face the consequences.

Vancouver's mayor is also looking for an exit strategy following the recent death of a protestor at the camp in his city.

Quebec is also telling occupy protestors to get out or face the consequences, the protestors say they are staying put.
