Denis de Belleval, a former Quebec City municipal manager, and entrepreneur Alain Miville de Chêne have filed notice in Quebec Superior Court that they will challenge the constitutionality of Bill 204.

The bill, to shield from legal challenges a contract reached between Quebec City Mayor Régis Labeaume and Quebecor Media Inc.
