Even if I'm running Skype in the background or streaming radio, the battery drain is much less than my test of using a location-based reminder.

Yeah it's clear that location services are running, it's just not clear
which location services are running. Some are nearly free (battery-wise) as long as you're connected to a mobile/wifi network.
