Your provider has no incentive to swap the phone for you. They've already got you on the hook.

There's no reason you can't sell it and buy an iPhone that I know of. Ask your carrier to be sure. They shouldn't care what hardware you use to access their services.

That said - make sure you're not subscribed to any blackberry-specific services (do those still exist?).

As for selling it - you'll likely get a better price for it if you unlock it and open up the sale to buyers outside Saskatchewan. It's super easy to unlock a 9900 yourself with an online service like www.blackberryunlocker.net. It'll cost you $6 (note that you'll probably need a sim card from a non-sasktel phone for a couple minutes to do this).
