I wouldn't say that at all. Often it's just because they've used the paparrazo/media a lot to fuel their stardom too. It's a relationship that they've encouraged at parts of their career. Or, in our starcentric society, a tactic they've outright used to become popular. Examples like the Kardashians talked about in this thread. Paris Hilton is another obvious example.
There are exceptions of course, but I think there are ways around it if you truly don't like the limelight that much, and that the relationship often goes both ways. We all know of stars trying to stay in the media, trying to stay relevant, boost their image and therefore their careers.
