Do you mean a Socio-economic assesment or a straight- up EIA? If the latter, than you are primarily dealing with input-output modelling.

For an excellent summary of I/O analysis, Google Methods of Regional Analysis: The Input Output Model (Krishana Akundi). I don't have the link, but I know it's available online.

You might also want to have a look at Community Economic Analysis: A How to Manual (Hustedde, Shaffer and Pulver). This is reference book in a question and answer format that contains some case studies in the appendices.

Remember, EIA is mostly art rather than a science. Make sure you understand the technicalities of I/O analysis (it has some pretty restrictive underlying assumptions that mean one should interpret the results with extreme caution). Be creative and have fun!
