Rather than writing return to sender, write MOVED on the envelope and put it back in the mailbox. That way, whoever gets the letter back gets the hint and stops sending you that person's stuff.

Return to sender doesn't imply any particular reasoning. It makes the sender assume it only applies to that one piece of mail.
