It was probably on the table, except that with the success of the really excellent Halifax Class Frigates it just makes sense to have a made in Canada design that can operate in blue water and coastal areas and can effectively perform multiple roles as Canadian Independant or as part of a larger task force.

The other argument that I heard was that we should buy soon to be mothballed ships from the British or Americans, but that doesn't serve our requirements as the American's have adopted a design philosophy based around specialization.
