I went from a 3G to the 4s with no problems. The only thing I had to do was re-enter passwords (e.g. email & wifi).
It wouldn't have been a big deal to me if I had to start fresh, but it is nice that data from applications came over smoothly. For the most part, this was just a couple of games that it kept everything instead of resetting.
