Given that the police seem to bust grow up in groups I think they have a lot more just process before busting the door in. I imagine they do things like check enmax usage and do a flyover with the heat cameras long before busting the doors down.
If you're suspicious phone it in and say exactly what you just posted above "I never see the owners, yards are barely kept up. Houses are always dark; even when I saw somebody go in I saw no lights turn on" and let the police take it from there.
Given that we don't see news reports here of the DEA busting in and shooting the family dog I think it's safe to point it out to the cops.
