I agree with your comment ( a team filled with 20-23 year olds) but if Negrin or any other prospect is dogging it or not producing), then it's good that the Flames/Heat are sending a message. Maybe with Negrin he just needs to get some confidence back because he's mussed a lot of games the past couple of seasons. I can see Wahl getting sent down to the ECHL too to get some quality minutes. Even Mike Vernon spent time in the IHL.
I just re-read your post, and I probably misinterpreted it, but I do agree with it.
