Personally, I like that style. Constant action seems forced, unrealistic and then anticlimactic when the end of the season comes. Give Dexter time, it'll ramp up just like Breaking Bad did. They pay-off has always been worth the wait with both shows, I have no reason to think it'll change now.

That is certainly correct. Both shows are very tense and have some cliffhangers.
The one major difference is that Dexter has always been a bit quirky, both the show and the character. Breaking Bad is straight up serious. I'd probably compare Breaking Bad to something like the Wire instead of Dexter.
