There was a standalone follow-up novel to that episode called
Hollow Men (McCormack, Pocket.) The book explores the aftermath from
In The Pale Moonlight, and well as Sisko's guilt from the events that transpired.
McCormack's characterization of Sisko was fair, but his/her take on Garak was bang-on: he's deliciously witty and cunning. In addition, the author captured the essence and feel of the show quite well, particularly some of the darker tones and complexity that DS9 offered--but it also wanders aimlessly at times.
As far as Star Trek prose that's out there, this is of the higher quality stuff. It's been some time since I read it and I can't recall the plot exactly, but I scored it an 7.5/10 on the inside cover . . . and I'm pretty harsh on Trek lit.
It's a fluffy book that can be torn through in an afternoon if interested.
